The Office of the Special Prosecutor (OSP) has announced that Charles Bissue, former Secretary to the Inter-Ministerial Committee on Illegal Mining (IMCIM), has officially been declared wanted after he failed to honour an investigation sent to him to assist in investigations into suspected corruption and corruption related investigations at the IMCIM during his tenure there.
The OSP says the failure of Mr. Bissue to honour the invitation amounts to a significant obstruction to the investigation.
His photos and full name has therefore been published on the portals of the OSP where he was announced as a wanted person.
But hours after the announcement that he had been declared wanted, Mr. Bissue told the public that he did not refuse to honour the invite but there was a miscommunication and that he was even out of Accra.
“It rather unfortunate, it has gotten to this, I’m within the jurisdiction, I’m in the country, in the Western region. As we speak, I’m making my way to Accra. The Special Prosecutor and I were in court, a couple of weeks ago he wrote that he wanted to meet me on another matter. I told them I had an emergency at home, but they declined it and asked me to attend on a certain date which I couldn’t. Further to that, all we heard was an arrest warrant for me”, Mr. Bissue told Citi Eyewitness News Tuesday evening.
He noted further: “I’m not above the law, I have always abided by the law. Already I have been to the BNI not as a suspect to provide information. I have been to the CID office, and sometimes I go in there, to do some documentation for them. I have been with the National Security and I don’t think I will run away.
“I’m not a fugitive for my photos to be advertised out there. I will go to the Special Prosecutor’s Office and provide information required of me. I know I’m innocent I haven’t committed any crime. I haven’t done anything wrong, I haven’t sold any excavators:, Mr. Bissue added.
Charles Bissue currently has two separate cases before the OSP. The first one relates to the Anas Aremeyaw Anas documtsry on Galamsey titled ‘Galamsey Fraud Part One’.
In that case Tiger Eye PI petitioned then Special Persecutor, Martin Amidu to look into the case.
Mr. Amidu is reported to have finished investigations before leaving the OSP but just when the new SP was ready to prosecute the case, Mr. Bissue filed a writ together with a motion for injunction to stop OSP from prosecuting him on grounds that he has already been investigated and set free by Ghana Police.
The injunction is yet to be heard since December 2022.
The second case involves ongoing investigations into the activities and expenditure of IMCIM which there is suspicion of corruption and corruption related activities.
Mr. Bissue is also a suspect in that case and the wanted notice is in reference to the second case
