The deal will be the second time this year that Cobbinah, MVP of the 2017 MTN FA Cup will be headed to a European club this year.
Manager Zé Maria expressed interest in the 26-year-old having monitored him in the Ghana Premier League last season.
The player helped Hearts of Oak to the finals of the MTN FA Cup where they lost to rivals Kotoko.
He had a two-year stint with Najran SC in Saudi Arabia before re-signing with the Phobians in March 2017.
In January this year, months after winning the WAFU Zone B trophy with the Black Stars B, he refuted allegations that he failed a medical at Danish club Viborg FF.
